The Assam Public Service Commission (APSC) invites online applications from eligible Assistant Audit Officers under the control of the Director of Audit (Local Fund), Assam for promotion to the post of Audit Officer (Local Fund), Assam.



Position:

Audit Officer (Local Fund) under Finance (Estt. - B) Department, Government of Assam

Number of Posts:

53 (Fifty-three) including backlog vacancies for SC/ST candidates.

Eligibility Criteria:

  • Candidates must be Assistant Audit Officers who have completed at least 3 years of service as of 01-01-2023.
  • Minimum educational qualification: Graduate from a recognized university.
  • Candidates must meet all eligibility criteria by the application closing date.

Pay Scale:

  • Pay Band: ₹22,000 to ₹97,000
  • Grade Pay: ₹11,800
  • Pay Band: PB-3

Examination Details:

The promotion examination will be held for 6 subjects, including Essay, Elementary Bookkeeping, General Accounts, and Audit Regulations. The examination will be conducted at Guwahati.


Application Fee:

  • General: ₹250 + 40.00 (Processing Fee) + 7.20 (Tax)
  • SC/ST/OBC/MOBC: ₹150 40.00 (Processing Fee) + 7.20 (Tax)


How to Apply APSC Departmental (Promotion) Examination

Step 1: One-Time Registration

  • Visit APSC's recruitment website:
  • New applicants must first register by clicking on the "Register Here" link.
  • Complete the One-Time Registration (OTR) by providing relevant details such as name, email, mobile number, and other required personal details.
  • Ensure that you use a valid and active email address and mobile number during registration.

Step 2: Application Login

  • Once registered, log in using the credentials (email and password) created during the registration process.
  • After logging in, you can view all the live advertisements under the "Apply Section."
  • Click on the relevant advertisement for the Audit Officer (Local Fund) post and carefully read the eligibility criteria and instructions.

Step 3: Filling the Application Form

  • Click on the "Apply" button to start filling the application form.
  • Enter details such as personal information, educational qualifications, work experience, and category (SC/ST/OBC/MOBC) as required.
  • Upload the necessary documents (in PDF or JPEG format), such as:
    • Date of Birth Proof (Matriculation/HSLC/HSSLC Admit Card)
    • Educational Certificates and Mark Sheets
    • Category certificate (SC/ST/OBC/MOBC) if applicable
    • Recommendation from the Appointing Authority (Annexure II)
  • Ensure that all document uploads do not exceed 200 KB in size and are clear and legible.

Step 4: Upload Photograph and Signature

  • Upload a recent passport-sized photograph and signature in JPG/JPEG format.
    • Maximum size for both: 200 KB.

Step 5: Payment of Application Fee

  • After filling out the application form, proceed to pay the application fee.
    • General category: ₹250 + ₹40 processing fee + applicable tax (Total: ₹297.20)
    • SC/ST/OBC/MOBC: ₹150 + ₹40 processing fee + applicable tax (Total: ₹197.20)
  • Payment can be made via Debit Card/Internet Banking.
  • If there is any issue with the payment (e.g., double debit), applicants can use the "Validate Payment" button to verify the payment with the bank. Refunds for double debit will be processed within 5-7 working days.

Step 6: Final Submission

  • Review all details carefully before final submission.
  • Once submitted, the application cannot be edited.
  • After submission, an auto-generated email will be sent to the registered email ID as confirmation.
  • Take a printout of the submitted application for future reference.

Step 7: Submission of Application Form

  • After successfully submitting the online application, it is mandatory to take a printout of the final submitted form.
  • Retain this hard copy for future reference, as it may be required during the document verification stage.

Points to Remember:

  1. No manual applications will be accepted. All applications must be submitted online.
  2. The application fee is non-refundable under any circumstance.
  3. Make sure to submit the online form well before the deadline to avoid any last-minute issues.

Some tips for preparing for the Assam Local Fund Audit Service (Promotion) Examination based on the syllabus:


1. Essay or Précis and Drafting (Paper I)

  • Focus: The standard will be similar to a degree-level essay examination. Practice writing essays on current affairs, finance, and administration topics.
  • Tips:
    • Practice summarizing long texts (précis writing).
    • Improve your drafting skills by practicing official letters, reports, and notices.
    • Regularly read newspapers, especially focusing on finance and government policies, and practice writing essays from these sources.

2. Elementary Bookkeeping (Paper II)

·         Textbook Recommendation:

    • The Student’s Complete Commercial Book Keeping, Accounting, and Banking by Arthur Fieldhouse.
    • Supplement with Advance Accounts by R.N. Carter (Third Edition Revised, 1949).

·         Key Chapters to Focus On:

1.                   Bookkeeping up to Trial Balance.

    1. Trading, Profit and Loss Account, and Balance Sheet.
    2. Reserves, Secret Reserves, and Sinking Funds.
    3. Bills of Exchange, Promissory Notes, and Cheques.
    4. Capital and Revenue, Income and Expenditure Accounts.
    5. Cost Accounts and Double Account Systems.

·         Tips:

    • Focus on understanding basic accounting principles like trial balance, balance sheet preparation, and cost accounts.
    • Solve as many practice problems as possible from these chapters to build accuracy and speed.

3. General Accounts (Paper III & IV)

·         Key Topics:

    • Assam Financial Rules
    • Treasury Rules and Subsidiary Orders
    • Assam Contingency Manual
    • PWD Code, Pension Manual, Fundamental Rules (State-specific)

·         Preparation Tips:

    • Be thorough with Assam Financial Rules and other listed manuals. Pay attention to details like procedural orders and guidelines.
    • Practice case studies or practical problems related to public financial management.

·         Difference Between Paper III (Without Books) & Paper IV (With Books):

    • Without Books (Paper III): You’ll need to memorize key rules and procedures.
    • With Books (Paper IV): You can refer to manuals, but practice quick referencing techniques to manage time effectively.

4. Rules and Regulations for Audit and Inspection (Paper V & VI)

  • Key Rules:
    • Assam Local Audit Manual
    • Trust Funds Rules (Chawkidari, Rewards Funds, etc.)
    • Assam Panchayat Act
    • Bengal Ward Manual
    • Assam Motor Vehicle Taxation Act
  • Tips:
    • Memorize important rules and acts thoroughly, as Paper V will be without books.
    • Practice solving questions on audit procedures and inspection of accounts from past papers or guides.
    • For Paper VI (With Books), practice answering long, descriptive questions. Ensure familiarity with the structure of acts so you can find key information quickly during the exam.

5. Assam Panchayat Act & Municipal Act (Paper VII & VIII)

·         Topics:

    • The Assam Panchayat Act, 1972 and its subsequent amendments.
    • The Assam Municipal Act, including subsidiary rules.

·         Preparation Tips:

    • Focus on learning the functions, duties, and financial provisions under these acts.
    • Study case laws or amendments to understand recent developments in local governance.
    • For With Books Paper (Paper VIII), practice quick navigation techniques through the acts.

General Tips for Exam Preparation:

  1. Time Management: Each paper is 3 hours long, and you will need to practice managing time effectively, especially in long-answer papers.
  2. Mock Tests: Take mock exams based on the syllabus to improve speed and accuracy. Simulate the exam environment by timing yourself.
  3. Revision: Focus on continuous revision, especially for rules and regulations that are to be memorized for the Without Books papers.
  4. Group Study: Discuss and solve problems in groups to broaden your understanding of complex topics, especially in accounting and law.
